When these plans were discussed during the renovation of the west loop, officials shot it down, arguing environmental protection). Remember the west loop has no certificate for racing activities. The autosport article correctly mentions that IF the owners apply and IF it is granted, THEN we could be talking about this, but fact is informal talks already point exactly the other direction. Guess it's just too good of a story during the Austrian F1 GP to not mention these bits.
